When should I start job/internship searching?

Full-time: Employers start recruiting in the fall for December & May graduates.  There will be some employers who ONLY come in the fall semester to recruit new grads.  If you are a senior, the best time to start is NOW!  Even though you are busy with school work now, you will find it much easier to get interviews, etc while you are still a current student.  Because employers recruit for new grad positions well in advance of actual work start dates, if you wait until you graduate to job search, it may take months before you could start working (and getting paid).

Internships: Many companies start recruiting for summer interns in the late fall to early spring.  Every company has a different timeline, so I would recommend setting up a custom search in ePack to be sure you don't miss anything.  Additionally, if you know you are interested in working with a specific company, contact them directly to be sure you don't miss their application deadline.  Contacts for many companies can be found in the employer section of your ePack account. First year grad students who are on a student visa may want to wait until early spring semester to search due to the timeline for getting approval from the university, and so you'll have a GPA from NC State.
