AWARD OF CONTRACT: It is the general intent to award this contract to a single overall bidder on all items. The right is reserved, however, to make awards on the basis of individual items or groups of items, if such shall be considered by the State to be most advantageous or to constitute its best interest. Bidders should show unit prices, but are also requested to offer their most favorable total lump sum price.
ACCEPTANCE AND REJECTION: The State reserves the right to reject any and all bids, to waive any informality in bids and, unless otherwise specified by the bidder, to accept any item in the bid. If either a unit price or extended price is obviously in error and the other is obviously correct, the incorrect price will be disregarded. As directed by statute, qualified proposals will be evaluated and acceptance made of the lowest and best proposal(s) determined most advantageous.
TAXES: No taxes shall be included in any bid prices and exemption is claimed under Registry No. 56-70-0047K as provided by Chapter 32 of the Internal Revenue Code.
LIABILITY: VENDOR'S liability to the STATE or for claim by the STATE based on injury to any third party for personal injury or damage to real property or tangible personal property shall be unlimited.
ADVERTISING: In submitting a proposal, bidder agrees not to use the results therefrom as a part of any commercial advertising without prior approval of the Division of Purchase and Contract.
AVAILABILITY OF FUNDS: Any and all payments of compensation of this specific transaction, its continuing or any renewal or extension are dependent upon and subject to the allocation of appropriation of funds to the Agency by the State for the purpose set forth in this agreement.
DESCRIPTIVE LITERATURE: All bids must be accompanied by complete descriptive literature, specifications and other pertinent data necessary for their evaluation otherwise, they will be subject to rejection.
INFORMATION REQUIRED WITH BID: Indicate manufacturers' model numbers and prices of items offered. Submit complete descriptive literature and specifications on all items offered. Bids which fail to comply will be subject to rejection.
FURNISH AND DELIVER AS SPECIFIED BELOW:
Raleigh Urban Development for Youth (RUDY) requests proposals for the development of a new, unique youth center. RUDY plans to operate an innovative center where inner city youths may expand their knowledge and be challenged intellectually in new ways.
Raleigh, N.C. is a greater metropolitan area of approximately 95 sq. miles with a population of 200,000 people. The urban area, where the center is located, has a population of roughly 20,000 people. Young people in the inner city area are in danger of being overwhelmed by the decline of their neighborhoods and they need an innovative and far reaching program to save their futures. Schools in the area have limited resources and aging facilities. In addition, the schools are not available in the afternoons, evening, and weekends.
RUDY is looking for creative and flexible designs for a new facility that will foster learning for youths, 13-18 years old (8th - 12th grades). The city leaders have empowered RUDY to develop a youth center that is different from others in the city, and that will look towards learning and knowledge in the next century.
FACILITIES DATA: An existing empty building has been acquired by the city. The two story building measures 95' x 115'. The top floor contains office space but the bottom floor contains no walls or structures of any kind and should be used for the new youth center. The building is located on a 1/2 acre lot next to Shaw University on the corner of Martin Luther King Blvd. and Wilmington St. [NOTE: This lot, in reality, is vacant. You should assume that there is a 2 story building, which meets all city codes and ordinances for a public facility, located on the lot. You may take liberty with the orientation, parking lot and arrangement of the lot.]
PROPOSAL REQUIREMENTS: All proposals must include the following but are not limited to this information:

- Report content
- A bibliography
- An attachment
Consider including the following in the report content in order to strengthen your argument, and credibilitiy: 1. Design plan and proposed layout for the first floor of the center
2. Description and rationales for the design of the learning facility
3. Lead personnel - responsibilities and qualifications for staffing the center - you do not need to address salaries since the state will set these
4. Budget and time schedule
