Near the center of a disk with a uniform positive charge the electric field points away from the disk and is nearly constant in magnitude. However, as we move perpendicular to the disk, the magnitude of the electric field does begin to decrease. As we move toward the edge of the disk, the direction of the field begins to change. This movie gives some indication of what the approximation "close to the center of the disk" means.
